377.08 ENFORCEMENT.
   (a)   Any law enforcement officer may enforce any provision of this chapter, and shall have authority to direct, control and regulate the operation of any snowmobile, ice boat and all purpose vehicle to comply with the provisions hereof, for the safety and welfare of the public.
   (b)   The operator of any snowmobile, ice boat or all purpose vehicle found to be in violation of any provision of this chapter may be arrested by any law enforcement officer until a warrant can be obtained, provided such officer has observed such violation or is in direct and immediate communication with an officer that has observed such violation.
   (c)   Any law enforcement officer while operating a motor vehicle, snowmobile, ice boat or all purpose vehicle within the performance of his official duties, shall be exempt from Section 377.02(a) through (f), inclusive, and Section 377.04(a). Any person, while attempting to rescue another who has fallen through the ice, shall be exempt from Section 377.02(d) and (e).
   (d)   Any snowmobile or all purpose vehicle found upon the frozen surface of waters within the County without being registered and numbered in accordance with Ohio R.C. 4519.02 may be removed and impounded by any law enforcement officer, and shall not be released until the owner thereof complies with such section and pays to the removing and impounding law enforcement agency the cost incurred in the removal, impounding and storage of the snowmobile or all purpose vehicle.
