377.02 OPERATION GENERALLY.
   (a)   No person shall operate a motor vehicle upon the frozen surface of waters within the County.
   (b)   No person shall operate a snowmobile, ice boat or all purpose vehicle upon the frozen surface of waters within the County, subject to the jurisdiction of any governmental authority, when such waters have not been specifically posted, indicating such vehicles may be operated thereon.
   (c)   No person shall operate a snowmobile, ice boat or all purpose vehicle upon the frozen surface of waters within the County, not the property of the operator or not having right to possession of the property, or a member of the immediate family, without obtaining and having upon his person written permission from the owner or person having right to possession of the property indicating the operator may operate such vehicle thereon.
   (d)   No person shall operate a snowmobile, ice boat or all purpose vehicle upon the frozen surface of waters within the County when the thickness of ice is insufficient to support such vehicles. The Ohio Department of Natural Resources recommends that ice thickness should be not less than five (5) inches, but this offers no guarantee of safety and the operator shall assume all risks for going upon the frozen surface of waters at all times.
   (e)   No person shall operate a snowmobile, ice boat or all purpose vehicle upon the frozen surface of waters within the County within one hundred (100) feet of an unfrozen portion of water, excepting an unfrozen hole of no greater than twelve (12) inches in diameter used for fishing through the ice.
   (f)   No person shall operate a snowmobile, ice boat or all purpose vehicle upon the frozen surface of waters within the County, otherwise permitted for such operation, at any time between the hours of 11:00 p.m. and 6:00 a.m. E.S.T.
   (g)   No person under the age of twelve (12) years of age shall operate a snowmobile or all purpose vehicle on any frozen surface of waters within the County.
   (h)   No person between the ages of twelve (12) and fifteen (15), inclusive, shall operate a snowmobile or all purpose vehicle upon the frozen surface of waters within the County unless such person is under the direct visual and audible supervision of a parent, guardian or person over the age of eighteen (18).
   (i)   No person, being the parent or guardian of a child under the age of sixteen (16), shall permit such child to operate a snowmobile or all purpose vehicle in violation of any provision of this chapter.
   (j)   No person, being the owner of a snowmobile or all purpose vehicle, shall permit any child under the age of sixteen (16) years to operate such vehicle in violation of any provision of this chapter.
   (k)   When operating a snowmobile or all purpose vehicle upon the frozen surface of waters within the County, the operator shall slow to a reasonable and prudent speed and shall yield the right of way when overtaking or traveling near any person who is not upon a snowmobile or all purpose vehicle.
