After competitive bids have been received, Council shall either accept the highest and best bids or reject all bids by motion or ordinance. If Council accepts a bid, it shall pass an ordinance setting forth the terms of an agreement for such sale or lease and authorizing its execution. After such approval by Council of the proposed agreement, the appropriate officials of the City shall carry out the terms and provisions of the agreement and the ordinance authorizing the same.
