264.02 ORDINANCE OF INTENT.
   Except as otherwise provided in this section, whenever Council determines to sell or lease real estate or interests therein, after approval by the board or officer having supervision or management that such real estate is no longer needed for Municipal purposes, Council shall, by ordinance, declare its intention to make such sale or lease and authorize the Director of Finance to advertise for competitive bids once a week for two consecutive weeks in a newspaper of general circulation in the City. If Council, by a two-thirds vote, determines to lease or otherwise grant the use of public lands and/or a building to a civic, religious or nonprofit organization, or to a person or entity when the Council determines that the use is in furtherance of a public purpose, it may authorize the proper City official to enter into such a lease and the requirements set forth in this section requiring advertising for competitive bids are to be waived and the lease may be entered into without any bids being taken or other bids being considered if, in the opinion of Council, it is in the best interest of the City to enter into such lease or grant of use of public lands or buildings. Council, also by a two-thirds vote of the members elected thereto, may authorize the demolition of any public building that in its opinion is no longer needed for Municipal purposes when it is not feasible and in the best interests of the City to sell or lease such buildings or land under existing circumstances.
