No person shall be eligible to receive an original or promotional appointment to a position or special position within a rank in the Fire Department unless he or she possesses and meets the requirements therefor as set forth in the position description for such position and as established by the Civil Service Commission in and pursuant to its rules and regulations.
Where a special position within a rank has been established by Council, the holding of any such special position shall not establish eligibility to the next higher rank to the exclusion of other persons in the same rank who do not hold such a special position. No special position established by Council within a rank shall be filled without promotional examination in the same manner as promotions from rank to rank, provided that if the special position is in an entry level rank, the Civil Service Commission may by rule, establish procedures for open competitive examinations where they are necessary to ensure that such special position can be filled by a permanent appointment.
