(a) The Director of Finance is hereby authorized to establish a reasonable fee to be charged for fingerprinting of individuals who are not in the process of arrest or being booked in accordance with law. Such fee shall be based upon the usual time utilized by the public employee who customarily performs the fingerprinting and the actual cost of the products involved in producing a set of fingerprints.
(b) Funds received in payment for fingerprinting shall be deposited to the General Fund.
