248.02 DIRECTOR OF PUBLIC SAFETY AND QUALIFICATIONS.
   The Director of Public Safety shall be the executive head of the police and fire departments of the City and shall be under the direction of the Mayor.
   The Director of Public Safety shall be appointed by the Mayor subject to the approval of a majority of the members of Council, and shall hold office at the pleasure of the Mayor. The Mayor shall have the sole authority to appoint, promote, transfer, reduce or remove any officer or employee in the police and fire departments as provided in the Charter.
   The Director of Public Safety shall have sufficient education, training, knowledge and experience in public safety to perform the duties as the executive head of the police and fire departments, and shall provide evidence of a bachelor’s degree from an accredited institution, and have a minimum of twelve (12) years supervisory experience in public safety administration and/or police or fire administration.
