There is hereby established a Department of Public Safety, to be controlled and administered by a Director of Public Safety, subject to the provisions of the Charter and ordinances of the City and to the direction of the Mayor, and in instances not governed by any of the foregoing, by the general laws of the State pertaining to such department and office.
