220.02 OFFICERS.
   (a)   The President shall take the Chair at the appointed time and shall immediately call the Council to order. In the absence of the President, the President Pro Tem shall act in his stead and in the absence of both said officers, the Council may select one of its members as the acting president to preside over the meeting. Thereafter, the minutes of the prior sessions will be approved or modified.
   (b)   The President of Council and President Pro Tem shall be elected for a term of one year and shall serve until their successors are elected and qualified, but may be removed at any Council meeting by a vote of two-thirds of all members of Council.

   (c)   The position of Clerk of Council is established. The duties of the Clerk of Council shall be to:
      (1)    Maintain office hours between the hours of 8:00 a.m. and 5:00 p.m. for at least five days a week, Monday through Friday;
      (2)    Answer all telephone inquiries incidental to such office;
      (3)    Attend and take minutes at all official meetings of Council;
      (4)    Transcribe minutes of Council committee meetings from recording devices used by such committees during their meetings;
      (5)    Prepare for distribution to all concerned parties typewritten copies of all minutes;
      (6)    Prepare agendas with the advice of the President of Council, pre- numbering all ordinances to be considered by Council and distributing such ordinances to Council together with other pertinent information according to the rules of Council;
      (7)    Perform the usual and incidental duties involved with advertisement and notification of public hearings before Council; and
      (8)    Perform such other additional duties as requested by the President of Council or other members of Council.

   (d)   It shall be the duty of the Clerk of Council after consultation with the Mayor and President of Council to have an agenda prepared, to be entitled “Agenda” which shall be delivered to each Council person at least 48 hours prior to any regularly scheduled Council meeting or 24 hours prior to any special meeting. Such Agenda shall include the time of any scheduled committee meeting, public hearing or other scheduled event. Such Agenda shall have printed in consecutive order by number and title all ordinances and resolutions which to the Clerk’s knowledge are on for reading or passage at the next meeting of Council. The agenda will be delivered to the members of Council with the new legislation.
   (e)   The Clerk of Council shall ascertain that the necessary steps have been taken for the posting, publication and advertising of all ordinances and resolutions and other documents as required by law.
   (f)   The Clerk shall keep the minutes of all meetings of the Council and Committees thereof. The Council meeting minutes shall be ready for approval by the next regularly scheduled Council meeting. Proceedings of meetings of Council and Committees thereof may be audio or video taped and transcribed by the Clerk. Such tapes may be reused after the minutes have been transcribed and approved by Council. (Ord. 2002-54. Passed 5-20-02.)
   (g)   The Clerk shall prepare and have at each meeting of the Council for use by the President a copy of these Rules, with all amendments thereto, a copy of Roberts Rules of Order Newly Revised 11th Edition, a copy of the City Charter, and a copy of the current Codified Ordinances.    (h)   In the absence of the Clerk of Council, the President of Council shall designate the person who shall temporarily serve in this capacity.

   (i)   The Clerk of Council shall be proficient in typing and other various secretarial skills incidental to the position. The person to serve as the Clerk of Council shall be designated and approved by a majority of the members elected to Council and shall serve at the pleasure of Council. The regular compensation to be paid to the Clerk shall be such amount as determined from time to time by ordinance of Council. In addition, the Clerk shall be paid the sum of one hundred ten dollars ($110.00) for each official meeting attended for Council. The Clerk shall be entitled to benefits as provided in Chapter 266.

   (j)   Sergeant of Arms. The Chief of Police or his designee shall act as Sergeant of Arms at all regularly scheduled meetings, and at those special meetings or committee meetings where requested. He or she shall keep order as requested by the Chair and eject anyone present who is determined to be disruptive by the Chairman of the meeting.
