In any case wherein an application is made for a building permit to remodel, make an addition to or alter an existing building which was built in conformity with the grade established by the proper municipal authority, the Commissioner of Buildings is hereby authorized to waive the foregoing requirements of a topographic survey with respect to such application, if he shall determine that the remodeling, alteration or addition will be constructed in conformity with the grade theretofore established.
