Every building or place, other than a dwelling unit, the construction or equipment of which is commenced on or after the effective date of this section (Ordinance 1970-193, passed February 17, 1971), shall, prior to occupancy or use for any purpose which results in the production of garbage, be equipped with a properly installed garbage disposal, which conforms to the specifications provided in Section 1446.05.
