1059.02 PERMIT APPLICATION.
   (a)   Prior to issuance of a permit pursuant to Section 1059.01, the applicant shall deliver to the City Engineer a copy of detailed construction plans, drawings and specifications clearly reflecting the details of the creation, construction or alteration contemplated. Such plans, drawings and specifications shall include the design and the method which the applicant proposes to assure the safety of those persons who would be reasonably expected to have access to the property on which the proposed pond, lake, reservoir or other impoundment of water is to be created, constructed or altered, and to assure that the proposed creation, construction or alteration will not adversely affect surrounding property owners or the overall drainage system of the City. All detailed construction plans, drawings and specifications submitted by an applicant pursuant to the requirements of this Chapter must be sealed and attested by a professional engineer licensed by the State Ohio. The application shall be accompanied by evidence of such other governmental approvals as may be required by law. The plans, drawings and specifications shall contain all the information requested by the City Engineer.
   (b)   If the City Engineer finds that the plans conform to the applicable provisions of this chapter, good engineering standards, and the completion thereof would result in good, safe and workmanlike job of the creation, construction or alteration of a pond, lake, reservoir or other impoundment of water, then a permit shall be issued.
