(a) Charges for wastewater services shall be determined in accordance with Chapter 1048 of the Codified Ordinances and this chapter and shall not be provided without charge to any user of such wastewater services.
(b) User charges will be proportionate to the operation, maintenance and replacement costs incurred in providing service. No discounts for quantity or other factors of free service will be provided to any user, except for the homestead reduction credit provided in Section 1048.032 of the Codified Ordinances, none of which credit is to be applied against the Treatment Rate as defined in Section 1048.03(c) of the Codified Ordinances.
(c) Service will be provided to users outside of the City in accordance with the terms of the Codified Ordinances. Such users shall pay the same operation, maintenance and replacements costs as City residents, plus a surcharge to cover their share of capital costs. It will not be necessary to annex to the City in order to receive City sanitary sewerage services, so long as such outside users are within the City treatment area.
