(a) The quarterly charges established in Section 1048.03(a) or Section 1048.03(b) hereof, as the case may be, shall be reduced by a credit against such quarterly charge equal to the sum of five dollars ($5.00) plus sixty-five cents ($0.65) per CCF, or part thereof, of water consumed or estimated to be consumed, for property which is then the homestead (as such term is defined in Ohio R.C. 323.151(A)) of an elderly or permanently and totally disabled person who has qualified for and obtained a certificate of reduction of taxes for such homestead under Ohio R.C. 323.154 or which, if receiving water service from the City of Cleveland, is also then receiving the Cleveland Division of Water Homestead Rate.
(b) For purposes of Section 1048.03(a) hereof, such credit shall not be deemed to have been taken against the portion of the charges attributable to the Treatment Rate but against the balance of the charges provided for therein.
