After the filing of such application, together with the deposits specified in Section 1020.03, the City Engineer shall investigate the advisability of issuing such permit, and shall then transmit such application, together with his findings and recommendations, to the Mayor, who is hereby authorized to issue such permit if he deems the same advisable. Should the Mayor not deem it advisable to issue such permit, he shall transmit such application to Council, together with the report of the City Engineer and his reasons for not issuing the permit, and Council at its next meeting shall determine whether such permit shall be issued, and its action in such respect shall be final.
