870.05 MEETINGS.
   (a)   The Commission shall meet no less than four (4) times every calendar year. All meetings and hearings of the Commission shall be open to the public, except as provided in Article XI, Section 9 of the Strongsville Charter. Meetings shall be held at the call of the chairman, three members of the Commission, or at such other times as the Commission may determine. Notice of meetings shall be given in accordance with Chapter 208. The Commission shall keep minutes of its proceedings showing the vote of each member upon each question voted upon. A majority of the members appointed to the Commission or a hearing board appointed by the Commission shall constitute a quorum to do business. The concurring vote a majority of the members of the Commission or a hearing board appointed by the Commission shall be necessary to affirm or adopt any motion before such body. The Commission shall adopt rules and regulations for the conduct of its business, and may from time to time amend the same, a copy of which shall be placed on file in the office of the Clerk of the Council.
   (b)   Decisions and recommendations of the Commission in the exercise of its powers and duties under Section 870.04(g) and (h) or otherwise involving questions or issues regarding the violation of a telecommunications franchise, license or permit or an agreement establishing the same shall be reached only after a public hearing and after notice has been given of such hearing to the franchisee, licensee or permittee. In addition, notice of the time and place of such hearing shall be posted in the posting places set forth in Section 222.01 or published in a newspaper of general circulation in the City not less than fifteen days prior to the hearing. Such hearings and the decisions and recommendations of the Commission as a result thereof shall also be conducted in compliance with procedures set forth in the applicable ordinances of the City regulating the particular telecommunications franchise, license or permit.
