870.04 DUTIES AND POWERS.
   The Commission shall have the following duties and responsibilities:
   (a)   Advising Council regarding general policy relating to the operation and uses of all aspects of telecommunications with the City with a view toward maximizing the diversity of programs and services to subscribers and users;
   (b)   Recommending to Council any potential changes or regulations governing any aspect of telecommunication within the City;
   (c)   Encouraging the use of available telecommunication services among the widest range of institutions, groups and individuals within the City;
   (d)   Encouraging cooperation with the local schools, library and other institutions located in the City or in neighboring communities with a view toward utilizing the facilities located therein to enrich the quality and diversity of telecommunication goods and services;
   (e)   Advising Council of changes in the state-of-the-art of telecommunications technology and the applicability of same to telecommunication systems;
   (f)   Submitting an annual report to Council including, but not limited to, a summary of the utilization of telecommunication services, a review of any plans submitted during the year by any franchise or license grantee for the development of new services and a summary report of the Commission deliberations throughout the year in connection with its assigned functions;
   (g)   Hearing and deciding allegations of the City against a grantee of violation(s) of a telecommunications franchise, license, or permit, or an agreement establishing the same, subject to the confirmation of such decision by Council;
   (h)   Hearing and making recommendations to the Council involving the grant, amendment, modification, suspension, revocation or termination of a telecommunications franchise, license, or permit, and the terms and conditions of agreement establishing the same;
   (i)   Hearing and deciding subscriber and customer complaints regarding telecommunications services, except complaints which are within the jurisdiction of another federal, state or municipal board, commission or body pursuant to law or complaints regarding cable television programming; and
   (j)   Such additional authority to review and/or make recommendations to the City Administration and Council regarding any aspect of telecommunications systems in the City as directed by Council.
