(a) The Commission shall elect one member as its chairman and another as its vice- chairman, each for a term of one year and subject to re-election. The chairman, or in his absence the vice-chairman shall conduct the meetings and hearings of the Commission and may administer oaths and compel the attendance of witnesses.
(b) The Commission shall also appoint one person, who may be a member, as secretary to keep minutes and maintain the records of the Commission.
(c) The Commission may from time to time appoint a hearing board consisting of at least three of its members to hear and decide telecommunication subscriber complaints under Section 870.04(i).
