(a) The Police Chief or Fire Chief may authorize a direct connection to a safety force alarm panel, within the capacity of the panel, to banks, savings and loan institutions and persons having a special need for such connection if the equipment is compatible with the safety force system and if the installation is inspected and approved by the Building Department.
(b) An annual permit fee as set forth in Section 868.13 shall be charged to all subscribers who are authorized to connect to a safety force alarm system.
