9-2-7: PERMANENT USE OF MOBILE HOME:
   A.   It shall be unlawful for any person to maintain any mobile home used for human habitation upon any plot of ground in the village except in a licensed mobile home park, unless such mobile home shall be located on a tract of ground owned by the person owning said mobile home.
   B.   It shall be unlawful for any person to remove the wheels or other transporting device from any mobile home or otherwise affix said mobile home permanently to the ground so as to prevent ready removal of such mobile home, unless a permit to do so is obtained as for the construction of a new building.
