1-7-3: VILLAGE SUPERINTENDENT:
   A.   Position Established; Compensation: The president and board of trustees shall employ from time to time, and for a term to be designated by said president and board of trustees, some suitable person who shall act as superintendent of the village. Such person employed shall receive a compensation to be determined from time to time by the president and board of trustees.
   B.   Duties:
      1.   Maintenance Of Streets And Waterworks: It shall be the duty of the superintendent to maintain the streets and alleys and the waterworks of the village as directed by the president and board of trustees.
      2.   Record Of Defects: The superintendent shall note all defects in the streets and alleys and waterworks of the village and shall report the same without delay to the president and board of trustees. (1993 Code p. 31 § 401.8)
      3.   Additional Waterworks Duties:
         a.   The superintendent has complete control of all service or water pipes in the streets, alleys and public places in the village and from the water mains to all meters; and the making of all connections between water mains and meters for private consumers and public use.
         b.   All applications for water supply shall be made to the superintendent, and he shall issue all permits for all connections to the water mains of the village. (1993 Code p. 62 § 403.4-3)
         c.   The superintendent shall have charge and control of all hydrants, valves, machinery and other parts of the village water system and shall keep in well bound books accurate and complete records of all water mains now or hereafter laid with their location, dimensions, connections, hydrants, valves and cocks. He shall provide and keep a record of the names of all consumers, with a description of the premises, showing the date of installation of the water meter, with monthly or bimonthly meter readings and water rates of each consumer, and make a monthly or bimonthly report of meter readings to the village board.          d.   The superintendent shall examine all accounts and claims and submit the same to the village board with such explanation as to enable them to act advisedly thereon.
         e.   The Superintendent shall discharge all duties imposed upon him by this Code or any ordinance of the Village and by the laws of the State, and shall discharge such other duties as may be required of him by the Water Committee of the Village Board of Trustees.
   C.   Open Records: All the books and records of the Office of the Superintendent shall be open at all times to the inspection of the Village President, the Board of Trustees or any member thereof. (1993 Code p. 62 § 403.4-3)
