8-1-5: APPROVAL OF PLUMBING WORK:

All plumbing shall be done in the manner required by the superintendent and shall be approved by him before water shall be turned on, and all fittings and pipes shall be in like manner subject to his approval, and no work underground shall be covered until examined and approved by him. (1993 Code p. 65 § 403.4-19)
