1-6-2: MEETINGS:
   A.   Regular Meetings:
      1.   The regular meetings of the village president and board of trustees shall be held on the first Monday of each month at the hour of seven o'clock (7:00) P.M. at the village hall or at such other place designated by ordinance. (1993 Code p. 29 § 401.3; amd. 2006 Code)
      2.   At all regular meetings of the president and trustees, there shall be established a time period of twenty (20) minutes which shall be open to visitors of the monthly meeting. Said time shall be from ten minutes past seven o'clock (7:10) P.M. until seven thirty o'clock (7:30) P.M. During said time, any person who has something to offer for the good, or criticism, or in question concerning the village business shall be entitled to be heard. At all other times, the discussion of the village board meeting shall be limited to the president and trustees and officers of the village and its employees and advisors.    B.   Special Meetings:
      1.   Special meetings of the village president and board of trustees may be called by the president at any time he may deem the same to be necessary, or special meetings may be called by any three (3) trustees of the village.
      2.   At any special meeting, only those items stated in the purpose of call and notice of said meeting shall be transacted by the president and trustees. (1993 Code p. 29 § 401.4)
      3.   All special meetings shall be held at the usual meeting place, the village hall.
      4.   In the event a special meeting is called, the call of said meeting, stating the purpose thereof, shall be by the officer or trustee calling said meeting with the village clerk. The clerk shall give written notice of said meeting, together with the stated purpose thereof, to each and every village trustee and the village president by way of United States mail, with postage fully prepaid, not less than forty eight (48) hours prior to the hour said meeting shall convene and in such a manner as to be received by any person entitled thereto not less than forty eight (48) hours prior to the hour said meeting shall convene. The clerk shall also post a copy of said notice on the front door of the village hall at least forty eight (48) hours prior to the hour said meeting shall convene, which notice shall state the time and place of said meeting and the purpose of said meeting. The clerk shall file a copy of the notice with the publisher of the "Henderson County Quill" and any other newspaper, radio station, television station or news medium filing a request for notices of regular or special meetings of the president and board of trustees.    C.   Notice Posted On Website: The village shall post notice on its website of all meetings of the board of trustees. Any notice of an annual schedule of meetings shall remain on the website until a new public notice of the schedule of regular meetings is approved. Any notice of a regular meeting that is posted on the village website shall remain posted on the website until the regular meeting is concluded.
   D.   Open Meetings: All meetings, except those exempted by state statute, shall be open to the public. (2006 Code)
