Whenever any power shall be vested in the village president, or he shall be required to do any act or perform any executive function, and in case of his being unable to perform the duties of his office by reason of temporary absence because of an incapacity to perform official duties, it shall be the duty of the acting president to exercise such power, or to perform such duty, act or executive function as fully as if expressly named in the ordinances or law, unless it shall be therein otherwise expressly provided.
