The Police Department shall consist of a Police Chief and such other officers, patrolmen, and personnel as Council shall deem advisable. The position of Police Chief shall hereafter be subject to the civil service provisions of the Charter and the Director of Public Safety shall appoint a Police Chief in accordance with civil service law from the five (5) top names of a list, certified by the Civil Service Commission, in accordance with civil service law from those individuals eligible for such position either from within or outside the Police Department. Such person holding the position of Police Chief at the time of this enactment shall be deemed qualified for such position under the civil service provisions of this Charter.
