523.02 PROCEDURE FOR FINDING A PUBLIC NUISANCE.
   (a)   The Zoning Compliance Officer, upon an allegation of the existence of a public nuisance or acquiring knowledge of the existence of such public nuisance, as defined in Section 523.01(k), shall inspect the alleged public nuisance to determine if there are reasonable grounds to believe that an actual public nuisance exists.
 
   (b)   When a public nuisance is found to exist within such reasonable grounds, the Zoning Compliance Officer shall cause to be sent a notice of abatement, in accordance with the provisions of Section 523.07 or when abating high grass, pursuant to the terms of Section 523.10.
