§ 131.35 DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates, or requires, a different meaning.
   DOWNTOWN BUSINESS DISTRICT. Zoning District B-2, B-3, as defined in the city code, § 156.005(D) officials maps, as well as all city-owned property located therein.
   POLICE DIRECTIVE. A directive by a licensed peace officer having probable cause to believe that specified offenses, or specified behaviors, have been committed by members of a group, or by individuals so as to constitute an unlawful gathering.
   PROBABLE CAUSE. A reasonable ground for suspicion supported by circumstances sufficiently strong in themselves to warrant a cautious person in believing that specified offenses, or specified behaviors, have been committed by members of a group, or by individuals.
   SPECIFIED BEHAVIORS.
      (1)   Screaming, or yelling, at pedestrians, or persons, in vehicles except where an emergency exists.
      (2)   Making offensive hand gestures to persons driving by in vehicles.
      (3)   Directing profanity at passers by.
   SPECIFIED OFFENSES. Violations of the following sections of the city code shall constitute SPECIFIED OFFENSES:
      (1)   Section 111.047, Minors, unlawful acts;
      (2)   Sections 72.01 through 72.08, bicycles;
      (3)   Section 72.20 through 72.22, skateboards and roller blades;
      (4)   Sections 90.20 through 90.27, littering;
      (5)   Section 131.02, unlawful use and furnishing of tobacco; possession by a minor;
      (6)   Sections 131.15 through 131.21, dangerous weapons and articles;
      (7)   Sections 131.01, dangerous trespasses and other acts;
      (8)   Section 130.01, curfew;
      (9)   Chapter 113, tobacco;
      (10)   Section 90.02(A), public nuisance; permitting thereof;
      (11)    Section 131.03, disorderly conduct;
      (12)   Section 90.03, noise control;
      (13)   Section 133.01, graffiti abatement; and
      (14)   Section 131.38, loitering.
   UNLAWFUL GATHERING. A gathering of three, or more, people in a public area in the Downtown Business District, in which any of the individuals present engages in any specified offenses, or specified behaviors.
