939.02 WATER SERVICE LINES.
   (a)    No unauthorized person shall uncover, make connections with, or openings into, use, alter or disturb any public water lines or appurtenances thereof without first obtaining written permit from the Water/Wastewater Superintendent.
   (b)    The installation of a water service line shall conform to the following requirements:
      (1)    All lines shall be a minimum three/fourths each - 160 p.s.i. K type copper, PVC or polyethelene together with fittings to make a leakproof installation. For service lines extending over 200 lineal feet, the line diameter must be approved in writing by the Water/Wastewater Superintendent. If using polyethelene line it shall be constructed of a continuous piece of line with no splicing fittings underground except for installation in length beyond 100 lineal feet brass compression fittings must be used. If using copper, there shall be no solder fittings prior to the main shutoff valve before the meter.
      (2)    All lines shall be bedded in clean fill, without any rocks or debris coming into contact with the line. Bedding the line in sand shall be required where unsuitable backfill conditions are present.
      (3)    It is the sole right of the City to uncover and to make the tap to the main line, and only the City has the right to operate the appurtenances thereto. The tap shall be installed before the installation of the service line to the building.
      (4)    No more than one building shall be supplied from one service tap to the main line.
      (5)    A main shutoff valve shall be provided where the line enters the basement, and this valve shall be before the meter. It shall be installed prior to the City's inspection
      (6)    Backflow prevention valve: residential - a spring type check valve shall be installed by the customer's side.
   Commercial/industrial - type to be determined by the Water/Wastewater Superintendent.
      (7)    If any other water system or well is supplying the building in addition to the City, all interior plumbing must be separate to each source of supply.
      (8)    After the tap is made a minimum water bill shall be rendered to the customer until the meter is installed.
      (9)    All new meters shall have a remote recorder which shall be located next to the electric meter on the outside of the building.
      (10)    Minimum cover shall be thirty inches at final grade with a maximum trench width of eighteen inches.
   (c)    Inspection hours shall be weekdays 8:00 a.m. to 3:00 p.m. Inspections to be performed after hours shall require a forty dollar ($40.00) fee paid to the City utility office prior to the inspection. All approvals, requests for inspection and requests for taps shall be in written form. All correspondence shall be addressed to the Water/Wastewater Superintendent, c/o Utility Office, City Building, St. Clairsville, Ohio, 43950.
   (d)    All water line inspections shall be inspected and approved by the City before they are covered with soil. Any line that is covered with soil prior to approval shall be uncovered at the City's request so that it may be inspected. Failure to uncover at the City's request will result in disconnection service and imposition of penalties set forth in Section 939.99.
