939.01 SANITARY SEWER LATERAL LINES.
   (a)    No unauthorized person shall uncover, make any connection with or opening into, use, alter or disturb any public sewer or appurtenance thereof without first obtaining a written permit from the Water/Wastewater Superintendent.
   (b)    The installation of sanitary sewer laterals shall conform to the following requirements:
      (1)    All lines and fittings shall be PVC Schedule 40.
      (2)    Minimum line diameter shall be four inch.
      (3)    Maximum deflection shall be five percent (5%).
      (4)    All lines subject to contact with rock shall be bedded in sand with three inches of sand over the top of the line.
      (5)    Minimum grade shall be one percent (1%)(1/8 inch per foot).
      (6)    Connections to the City's sewer shall be done by the City upon written notice by the utility office at the City Building at least five days prior to the date the tap is needed.
      (7)   The City shall perform any installation under curbs and gutters and pavement.
      (8)    Minimum cover shall be thirty inches at final grade with a maximum trench width of eighteen inches.
      (9)    Sewer lines shall have, if possible, a ten foot horizontal separation from a water line, and if it must be in the same trench, a twenty-four inch vertical separation and a twenty-four inch horizontal separation with the sewer line at a lower elevation than the water line is required. Same trench installation shall be permitted only in extreme circumstances, and only then with the prior written consent of the Water/Wastewater Superintendent.
      (10)    No septic tanks shall be connected with the City's sanitary sewer system.
      (11)    No more than one dwelling may be connected to a lateral.
      (12)    No footer drains, sump pumps or any clean water drainage shall be connected to the sanitary sewer.
   (c)    Inspection hours shall be weekdays 8:00 a.m. to 3:00 p.m. Inspection to be performed after hours shall require a forty dollar ($40.00) inspection fee which shall be paid to the City utility office prior to inspection. All approval, requests for inspection and requests for tap shall be in written form and shall be filed with the Water/Wastewater Superintendent, c/o City Utility Office, City Building, St. Clairsville, Ohio, 43950.
   (d)    All sanitary sewer lateral line inspections shall be inspected and approved by the City before they are covered with soil. Any line that is covered with soil prior to approval shall be uncovered at the City's request so that it may be inspected. Failure to uncover at the City's request will result in disconnection of service and imposition of penalties set forth in Section 939.99.
