If the account of any customer of electricity is not paid on or before the 11th day of the month which immediately follows the month in which the electric bill was mailed to the customer, the electric service to such customer shall be discontinued until such time as the customer has paid the balance of the account, inclusive of the penalty provided in Section 921.01.
