(a) All customers’ accounts shall be payable at the Utility Office or WesBanco Bank, Inc., from the first day of each month to the twenty-third (23rd) day, both inclusive. A late payment charge of ten percent (10%) of the account will be added if not paid by the due date indicated on the bill.
(b) The financial institution designated in subsection (a) hereof that collects a utility customer’s payment, processes the payment and deposits the payment into the City’s account at said financial institution shall be paid by the City the sum of five cents (5¢) per payment processed. The financial institution designated in subsection (a) hereof that merely collects the payment and forwards the payment and the utility bill stub to the City shall not be paid for its services, as it is deemed that said services are being rendered as a convenience to its customers.
