375.04 BIKEWAY SAFETY.
   (a)   All users of the bikeway shall comply with the provisions as set forth in this chapter.
   (b)   The Director of Public Safety and Department of Parks and Recreation shall hold the right to promulgate any rules and regulations as they deem necessary for the safe use of the bikeway.
   (c)   No person shall exceed the posted speed limit or the designated speed limit of 15 m.p.h.
   (d)   No mode of transportation as defined in Section 375.02, shall be operated, at any time, faster than is reasonable or proper. Every mode of transportation shall be operated with reasonable regard to the safety of the rider and of other persons using the bikeway.
   (e)   No person shall fail to obey any posted signs or signals. Pedestrians have the right- of-way; cross traffic has right-of-way at all intersections.
   (f)   Law enforcement, emergency and City maintenance vehicles have the right-of-way on all portions of the bikeway. Users shall yield to emergency traffic. Blocking safe passage of law enforcement, emergency and City maintenance vehicles is prohibited.
