All ordinances and resolutions as required by Section 16 of Article III of the Charter shall be published by posting copies thereof for fifteen days in the Municipal Building, in the St. Clairsville Public Library, in the Belmont National Bank, in National City Bank and in the Belmont County Courthouse. The places of posting shall be in a conspicuous place in such building and readily accessible to all members of the public at reasonable hours.
