Council shall have the right and recognizes its obligation to revise the schedule of rates set forth in this article and so adjust them that costs shall be distributed as equitably as possible among all residents of the City on the basis of the services rendered; however, no rates shall be continued which are disclosed to be producing less revenue than is required to meet all obligations and costs involved in rendering City services to the public.
