(a) The National Electrical Code adopted by Section 1715.01 shall be enforced by the Building Inspector and his authorized representatives and such enforcement shall be pursuant to and in accordance with such rules and regulations as may be approved by Council for such purpose.
(b) No person shall violate or fail, neglect or refuse to comply with any of the provisions of the National Electrical Code. Any such violation or noncompliance shall be punishable as provided by Section 101.99.
(c) The Mayor or such person as he may designate is hereby expressly authorized and empowered to institute and maintain a suit to restrain by injunction the violation of the National Electrical Code, adopted herein, notwithstanding any other penalty which may be imposed for the violation thereof.
