Parking meters in Municipal parking facilities shall be operated every day between the hours of 8:00 a.m. and 6:00 p.m. on Mondays, Tuesdays, Wednesdays, Thursdays, Fridays and Saturdays, according to the time then in effect in the City. On days Municipal offices observe holidays and on any other day designated by Council by ordinance or resolution, the provisions of this article shall not apply. When any such holiday falls upon Sunday and the holiday is observed upon the following Monday, the provisions of this article shall not apply on that Monday. Parking in Municipal parking facilities shall be allowed, at no charge, during all times when parking meters are not in operation, except between the hours of midnight and 5:00 a.m., when no parking shall be allowed except as herein specified. No camping in, from, or adjacent to a vehicle in any Municipal parking lot is allowed without a permit from the office of the Mayor.
The penalty for non-payment of meters in a principal parking facility shall be the same as non-payment of other meters in the City, outside the confines of a Municipal parking facility, as set forth within Section 365.99.
