365.99 PENALTY.
   (a)   Penalty for Violations, Except Red Meters.
      (1)   Any person accused of a violation of this article prohibiting parking a vehicle in a designated area or restricting the length of time a vehicle may be parked there, for parking in a metered area or space, except for a red meter, without putting a coin of the United States in the meter to cover the required time, may settle and compromise a claim against him for such illegal parking by paying to the City the amount established by Council for each violation within ten days of the time such alleged offense was committed.
      (2)   Failure to settle and compromise the claim, as above provided in this section, within ten days by any person accused of a violation of this article, except for a red meter, will cause a warrant to be issued for the arrest of the person accused, and such person shall be fined the amount as established by Council together with the cost of prosecution.
      (3)   This section shall not apply to persons parking a vehicle so as to obstruct the entrance or exits of any place where police or fire department apparatus or other emergency equipment is kept or housed, or so as to block an emergency entrance to a hospital; nor shall this section apply to any person parking a vehicle so as to entirely obstruct traffic on any street or alley, or parking in such a way as to reduce traffic on an arterial street to one way traffic only; or to any person who refuses to remove a vehicle illegally parked at the request of any member of the Police Department.
   (b)   Penalty for Violation of Red Parking Meters. Certain parking meters of the color red within the City are for fifteen minute parking. Any person in violation of this article for parking in a red meter area or space, without putting a coin of the United States in the red meter to cover the required time, may settle and compromise a claim for such illegal parking by paying to the City the amount as established by Council for each violation, within ten days of the time such alleged offense was committed. Failure to settle and compromise the claim, as above provided in this section, within ten days by any person in violation of this article, will cause a warrant to be issued for the arrest of the person accused, and such person shall be fined the amount as established by Council together with the cost of prosecution. Any applicable costs will be assessed in addition to the fines for violating this ordinance.
