The utility will make its services available to all citizens of the City, whether industrial, commercial or residential. All potential customers who are in the same category shall be charged at the same rate. To the extent that the pooling of potential customers would allow for a more favorable rate, the utility will allow and facilitate groups which desire to make pooling arrangements. The City may require the posting of a surety bond or cash with the City Treasurer in an amount determined by Council, to assure performance by the utility of the provisions of this chapter and to defray the costs of the City in investigating compliance.
