All utilities which are granted franchises or renewals of franchises after the date of adoption of this chapter shall, as a condition of such franchises, pay to the City a franchise fee as established from time to time by City Council by resolution, except that utilities which have facilities in the rights-of-way of the City on the effective date of this chapter shall not be charged a franchise fee based on those facilities, other than a renewal fee or an annual maintenance fee.
