To the extent the utility is under the jurisdiction of the Michigan Public Service Commission, the rates to be charged for its product and the standards and conditions of service and operation hereunder, shall be the same as set forth in the utility's schedule of rules, regulations, and rates as applicable in the several cities, villages and townships in which the utility is now rendering service, or as shall hereafter be validly prescribed for the City under the orders, rules and regulations of the Michigan Public Service Commission or other authority having jurisdiction in the premises. To the extent the company is not under the jurisdiction of the Michigan Public Service Commission, the rates to be charged for its services and the standards and conditions for service and operations hereunder shall be filed with the Clerk of the City prior to beginning any service.
