Charges for water service and sewer disposal service shall be billed bimonthly, except as provided in Section 1046.11 regarding user charges for the Southgate-Wyandotte Relief Drain Drainage District. However, not less than approximately one-half of the amount of total billings for water services made by the City shall become due each month. Premises using more than 3,000 cubic feet of water per quarter or premises having special rates may be billed monthly at proportionate rates at the discretion of the Water Department. Bills shall be rendered for Ledger No. 1 on the first of the month following the reading of the meter. Such bill shall be immediately due and payable and may be paid without penalty up to and including the thirtieth day of the month when rendered. Bills shall be rendered for Ledgers No. 3 and No. 4 on the eleventh day of the month following the reading of the meter. Such bill shall be immediately due and payable and may be paid without penalty up to and including thirty days after such bill was rendered. Bills shall be rendered for Ledger No. 2 on the twenty-first day of the month following the reading of the meter. Such bill shall be immediately due and payable and may be paid without penalty up to and including thirty days after such bill was rendered. After the thirtieth day, the bill shall be subject to a ten percent penalty charge.
