Unless the context specifically indicates otherwise, as used in this chapter:
(a) "Department" means the Water Department.
(b) "Director" means the Director of Public Services.
(c) "Person" means any individual, firm, association, public or private corporation or public agency or instrumentality.
(d) "Premises" means each lot, parcel of land, building or premises having any connection to the water distribution system of the City or to the sewage disposal system of the City.
