All sidewalks in the City shall be kept in good repair by the owner, agent or occupant of the house, lot or premises adjacent to or in front of such sidewalk. Whenever any sidewalk requires repairs, the Director of Public Services or the person appointed by him or her, whenever directed by Council, shall notify, in writing, the owner, agent or occupant of such house, lot or premises to repair the same within forty-eight hours. If the person so notified refuses or neglects to comply with the requirements of such notice, then the Director shall cause such repair to be made forthwith under the procedure provided for in Section 1022.05. However, this section shall not be construed to relieve such owner, agent or occupant from his or her liability under Section 1022.07.
