Every owner, agent or occupant of any lot or premises notified by the Director of Public Services according to this chapter shall promptly comply with the notice and construct and repair the sidewalk as ordered. If any owner, agent or occupant neglects to build or repair any sidewalk within the time prescribed in the notice, and the City, by any suit or other proceeding, is compelled to pay damages for injuries to any person on account of such neglect, such owner, agent or occupant shall be liable to the City for the amount in a suit in assumpsit in the proper court.
