(a) Every occupant of a dwelling or dwelling unit shall dispose of all his rubbish in a clean and sanitary manner by placing it in approved receptacles, or in other approved rubbish disposal facilities.
(b) Every occupant of a dwelling unit shall dispose of all his garbage and other organic waste, which might provide food for insects and rodents, in a clean and sanitary manner by placing it in approved nonleakable, nonabsorbent, covered garbage storage receptacles, or in other approved garbage disposal facilities.
(c) In every multiple dwelling the owner, operator, or his agent shall be responsible for providing and maintaining suitable approved receptacles, or other conveniences for the disposal of rubbish, garbage, refuse or other waste matter. However, in a dwelling structure other than a multiple dwelling, the occupant of each dwelling unit shall provide himself with such receptacles or other conveniences.
