(a) Every dwelling unit shall be provided with not less than the following sanitary facilities contained within a room which shall afford privacy to any occupant thereof:
(1) A watercloset.
(2) A bathtub and/or shower.
(3) A lavatory.
(b) Every dwelling unit shall be provided with kitchen facilities with approved cooking, refrigeration and sink facilities. No such kitchen facilities shall be placed within any watercloset compartment or within any bathroom.
