The owner, agent, lessee or occupant of any building or premises where garbage, rubbish or trash is produced or accumulated shall at all times provide and maintain on the premises an adequate number of suitable metallic containers with a proper lid or cover for all rubbish, garbage or trash produced on the premises. Such containers shall, at all times, be kept in a refuse storage room within such building, or in a structure outside the main building which shall be screened from view of the public and approved by the Director of Service.
