(a) Each dwelling unit, shall, prior to occupation thereof for residence purposes, be equipped by the building permit applicant at his expense with a properly installed mechanical garbage disposer which conforms to the specifications provided in Section 1323. 05. A properly installed garbage incinerator may also be installed provided it conforms to the specifications provided for in Section 1323.06.
(b) In the case of a multiple-residence building, one incinerator of adequate capacity readily available to occupants of all dwelling units therein shall be sufficient for the purposes of this chapter.
