Before work is commenced on the construction of a public swimming pool, family pool, public wading pool, or on any alteration, addition, remodeling or other improvement thereto, an application for a permit to construct and the plans and specifications and pertinent explanatory data hereinafter required shall be submitted to the Commissioner of Building for approval, and no part of the work shall be commenced until the Commissioner of Building has evidenced his or her approval by a suitable endorsement upon such plans and specifications, and has granted a permit therefor.
