Every dealer in secondhand articles described in Section 1149.04 shall prepare and deliver each day, except Sunday, to the Chief of Police before 12:00 noon, on forms furnished by the Chief of Police, a legible copy of the records required containing a complete description of the article purchased or received on the preceding day, or if that day is Sunday, on the two preceding days.
